Although the Japanese are very proud of their success in the area of quality control, it is not automatic that they would be upset if an issue concerning quality control were raised. If well handled, it would be an opportunity for the Japanese to make a good presentation. Providing a time to discuss quality control might well help the progress of a proposal.
